Overselling means you can oversell your quota of web space and data-transfer. For example you can allocate 40 x 100MB on the Reseller-1 package if you wish which would be 4GB of space, you would only need to upgrade to a bigger reseller plan if the accounts in total physically used more than your 3GB quota.
